The September Virtual Meeting of the Board was held on Tuesday evening this week with over 40 attending by Zoom or Facebook. The Board heard a presentation on the creation of Sierra Park North, including the pump tract, that has been submitted to the City for a building permit, approved a number of 6 foot fence applications and minor setback violations for recorded variances, approved the monthly financial statements, a request by staff to record 122 property liens to secure debt owed to the Association and approved the inter reserve funds transfers processed last month. Among the Board Action Items, we approved 3 committee appointments, 28-day readings for 3 rules related to Planning and Compliance, and the Concepts and Scope for the Campground restrooms recommended by the Facilities Planning Committee. Discussions were held related to the proposed Motorcycle Secured Parking Concepts developed by the Facilities Planning Committee, and responses to five individual member concerns related to traffic and parking. The creation of Sierra Park North including the Pump Track, is now envisioned to be a three phased project. The first phase includes grading, erosion control, retaining walls, utilities, storm water retention, the pump track, and a temporary class II aggregate access drive and parking area. The second phase includes paving, walks, and shelters, security lighting, a group Picnic shelter, and an access road out to Giant Fir Place. The third completes a full-service park that includes the restroom building, children’s play area, fencing, site furnishings and planting/irrigation. Completion of Phase 1 is expected in 2021, and the remaining work done based on funding availability and spending authorizations. It will be an extraordinary amenity for our youth.
