October 6 Board Meeting
Last Tuesday night, the Board considered and voted on a number of action items, held discussion on six topics that were generated by member comments and concerns, heard Association Reports and one Architectural Appeal. We reappointed all our committee chairs, members and alternates, approved rule changes related to planning and compliance that clarify some of the rules, approved moving to the next step related to the design of the Road Runner Park restrooms and Canyon Lake Drive-South Median Landscape and construction of the mailbox lighting. The Board is serious about striving for our stated Vision to respect and meet the expectations of our diverse membership through enhanced amenities and increased property values. Our Articles of Incorporation, Bylaws, and Rules define a community of communities that has chosen to live in a more regulated environment related to how we build, maintain our properties, and provide amenities. To protect the appearance, view lines and property values, we have a set of CCRs – rules, limitations, and requirements and were set in place over 50 years ago and represent the promise about how we look and how we will behave. The Board takes this promise seriously as we consider the comments and concerns we receive from our members, balance the competing demands and determine how to respond. Our process begins with a public comment during our meeting, an email request, or a conversation. Each is catalogued and assigned to one or two of the Directors to research and prepare a discussion item which is eventually included in the Board Agenda package that is available on the Website. Our response is based on what we hear and may be a proposed rule change, a project to improve our community, or an explanation about why we satisfied with the current conditions.
The following discussion items were considered at this meeting.
- RV and trailer parking on the streets overnight are a safety and convenience problem. There is a need for better enforcement, clarification of the existing rules, and recognition of at least one special condition. Watch for a couple of 28-day readings for rule changes next month,
- The features that should be included in the design of the large dog park at Eastport were introduced and will be refined based on member comments received this month. We intend to move forward on the project in the months to come.
- Limiting access and improving security at the Estates is an issue that affects a majority of owners within this unsecured area of our Association. Suggested improvements include securing ownership of Sorrel Lane and Blackhorse Drive from the City followed by the installation of signage and gates and increased enforcement.
- The Estates Committee reported that there were no major access or security issues at the Mobile Estates as suggested by one resident. They did provide 6 suggestions for improving conditions that were accepted and will be implemented this year.
- The suggestion to allow walking on the golf course during closure times generated a good discussion of the pros and cons. At the core of the arguments is to find times to allow access by non-golfers to these 85 acres of peaceful environment while recognizing the need to protect the integrity of the playing surfaces and the safety of people walking.
