The Canyon Lake POA held its monthly Regular Session Board Meeting on Monday, November 9. The Board reviewed the consideration of needed changes to the rules governing parking, approval of new committee members, funding for a new dishwasher at the Lodge, conceptual designs for two projects, discussions related to the Budget Model, and the issuance of citations to Service Provider and Delivery Service drivers. The Board also received detailed reports from the Canyon Lake POA departments related to their activities through October. These monthly meetings and their agenda books provide a wealth of information related to the operations of the Board and the Canyon Lake POA that answer many of the questions raised daily on the various Facebook pages. As Canyon Lake grows into a diverse suburban community, the permanent resident population is increasing, and parking demand is a growing concern. At the request of members, the Board is considering two rule revisions that will only permit parking vehicles with trailers overnight and RV’s for only 24 hours. The goal is to clarify the rules related to trailers and RVs, and to limit the daytime parking of vehicles that impede driving. These rules were approved for 28-day review, and will be considered for enactment at the December meeting.
The State of California requires us to set aside funds to pay for the repair and replacement of our equipment, facilities, and grounds. It is a required savings account that guarantees that there is always money to pay for needed repairs and maintenance. Our long-term benefit is to repair and replace our equipment, like the Lodge dishwasher, in consideration of its life cycle, cost, and reliability. The dishwasher's replacement cost may seem high, but it is appropriate for the function that it serves. It is the best long-term value for the Canyon Lake POA, and it is paid for with funds already saved for this purpose.
The Board’s draft Budget Model is a new style document that will provide direction to the Canyon Lake POA staff and the Finance Committee. The document is a value-based budgeting model we seek that openly considers the basis of the fees we charge, the growing cost of our operations, and the needed contributions to our reserves, all within a designated level of assessment. The draft remains under development and is available for member comments (download here). It will be finalized and approved at the December Board Meeting.
As is well known, members are responsible for the actions of guests they call in and any citations they receive. During the discussion related to Service Providers and Delivery Services, the staff pointed out that commercial delivery services like UPS and FedEx, utility providers, bus services, and contractors with annual passes issued by the Canyon Lake POA do not need to be called in. The Canyon Lake POA has an agreement with them related to the citations their drivers receive. Other service providers and delivery services are not covered and remain the responsibility of the member. This has caused members to receive citations for actions they have no control over. The Board is committed to seeking revisions in our policies to correct this problem and is open to any suggestions.
