Community Patrol: What They Can Enforce

Living in Canyon Lake comes with a shared commitment to follow the CC&Rs, Bylaws, and Rules that help keep the community running smoothly and enjoyable for everyone. Community Patrol helps support this by enforcing these rules on the private roads throughout the community. Keep in mind that all the rules that exist here have been put into place over the past 58 years by elected volunteer Board Members who were elected to represent the wishes of the community. You can find the full Rules & Regulations anytime on our website.

Here’s what you can expect from Community Patrol
If a suspected violation is observed, patrol officers will ask that you pull over and request your driver’s license. Under our community rules, our patrol officers are fully authorized to do this. Please be aware of the following rule:

GR.6.2b - No person may operate a motor vehicle within the community without a valid driver’s license. All drivers, whether residents or not, must present their valid state-issued license upon request by Canyon Lake POA staff or Community Patrol. All non-resident drivers must present a valid driver’s license to access the community.

In fact, ignoring them comes with steep fines:

  • Evading Community Patrol (GR.5.1l): $250.00
  • Failure to Comply (GR.5.1m): $250.00
  • Failure to Provide ID (GR.6.2): $100.00

Our Community Patrol team is here to enforce the community’s rules and help protect our shared amenities. Because the Canyon Lake POA owns and maintains the roads, they are considered private. As a result, our patrol officers enforce the Canyon Lake POA's rules for motor vehicles, not state traffic laws or vehicle code. This means citations do not go on your DMV driving record, but you may receive fines from the Canyon Lake POA if you violate the rules. For example:

  • Failure to Stop for a Stop Sign (GR.5.1o): $250.00
  • No Valid State Registration (GR.5.1b): $100.00

Also, like contesting a traffic citation received on public roads, there is an appeals process available for citations issued by patrol officers in Canyon Lake. You can learn more about this on our website at our Appeals page.

Rule Enforcement vs. Law Enforcement
The Canyon Lake POA does not provide law enforcement. The City provides law enforcement (currently contracting with RSO, and soon launching its own police department). The Canyon Lake POA and our Community Patrol officers are simply here to enforce the rules we all agreed to when moving into this beautiful community.
