Asphalt Reconstruction Will Start On Your Street Soon

Please be advised that the Pavement Improvement Project schedule for Phases 9 and 10 has been adjusted, with the addition of Phase 11. Phase 9 is set to begin on Monday, April 22, and the roads in Phase 9 are Longhorn Drive (from Big Range Road's south intersection to before Red Barn Place), Bronc Court, and Buggywhip Court.

Working hours are Monday through Friday from 7 a.m. to 5 p.m. You may not have vehicular access to/from your residence during working hours. Vehicles should be parked in zones outside the areas scheduled for reconstruction. Any vehicle(s) parked in the street on designated asphalt reconstruction days between 7 a.m. and 5 p.m. will be towed without further notice at the vehicle owner's expense. Signs will be posted 48 hours in advance to remind residents of the parking restrictions.

During working hours, traffic control will guide local traffic on the segments of Longhorn Drive within this phase. For safety reasons, refrain from driving through the construction area when the street is closed unless directed by traffic control, as it may pose risks to both your vehicle and the street surface. Throughout construction, streets may be unpaved but open to vehicular traffic. Exercise caution, and refrain from using scooters or bicycles on affected roads.

Asphalt Reconstruction Details 

Residents in each phase are noticed one week in advance with a garage door notice and notifications through all of the Canyon Lake POA's communication platforms. Additionally, there will be "No Parking" cones, barricades, and signage at least 48 hours prior to each phase.

Each phase is expected to take two weeks. Each phase of road rehabilitation will consist of: 

  1. Construction equipment set up 3 to 5 days in advance of the phase beginning. Parking may be limited. 
  2. Removal of the top 3.5” layer of existing asphalt on all streets in the phase.
  3. Remaining asphalt, base, and subgrade material will be pulverized and a new 8” thick layer of Cement Stabilized Pulverized Road Base (CSPB) material will be constructed. During this time there may be a sudden grade change of 4” to 6” between your driveway and the road bed. Please use caution and avoid driving on the road during this time.
  4. Grading, proof rolling, and moisture curing of the CSPB Road Base Material.
  5. Continued moisture curing of the CSPB the remainder of the first week, including Saturdays and Sundays (using a water truck to keep the material damp). Residents are requested to park in their driveways during this curing time, so that the water truck can properly keep the road base damp. 
  6. The new 3.5” thick asphalt paving and rolling likely starts at the beginning of the second week.
  7. Raising utility covers and the completion of each phase.

Depending on the weather, some weekend work may be required, and that will be announced as necessary. In general, the only weekend work will be the moisture curing (i.e., 2 – 3 passes with a water truck per day).

 

About This Project

The Canyon Lake POA is reconstructing and maintaining its vast road and parking lots network spanning nearly 8 million square feet. Year 1 began in 2022 and focused on 55 segments of streets covering 1,300,000 square feet. In June 2023, the Canyon Lake POA Board approved $7,800,000 for Year 2 of this project. With a current balance of $8,818,629 in the Road Reserve and Road Litigation funds, augmented by additional funds from the sale of the fire station property, the Canyon Lake POA is well-equipped to execute the Year 2 phase effectively. The aim is to improve all 37 miles of roads and parking lots, 40% of which will be completed by the end of Year 2. The ongoing strategy involves maintaining an investment of over $2 million annually for the coming years, prioritizing the rehabilitation of roads with the most severe conditions first. This emphasizes the importance of consistent funding from the Board of Directors for the Road Reserve Fund.
