Canyon Lake POA Fine Exemptions

Wondering how fines work in Canyon Lake? The Canyon Lake POA enforces its Rules & Regulations through a fine schedule adopted by the Board. Fines vary depending on the type of violation and are applied as part of the community's enforcement process. In June 2025, California introduced AB130, which generally limits fines to $100 per violation. However, exceptions are allowed for violations that may impact health or safety. To comply with this law, the Board identified specific rules that fall into that health and safety category. Those violations are not subject to the $100 limit.

2026 Fiesta Day Grand Marshal

We are excited to announce Doug Schultz as the 2026 Fiesta Day Grand Marshal! Doug, the visionary behind the Canyon Lake POA's Concerts at the Lodge series, has curated original nationally-known headlining bands in Canyon Lake for over a decade. With almost three decades of music industry experience, Doug brings a wealth of knowledge and passion to his role. From classic rock to country and everything in between, he ensures each concert delivers an unforgettable auditory experience, fostering unity and joy in the community. Doug was also the driving force behind CountryFest over last year's Memorial Weekend, which was a smashing success far exceeding expectations. He also contributed to our community by serving as Chairperson of the Appeals Committee for five years from 2016 to 2021.

Doug's tireless efforts to enrich the cultural landscape of Canyon Lake through music are truly commendable, and his impact on our community will continue to resonate for years to come. Join us in congratulating him on this well-deserved recognition!

Member of the Month

The April Member of the Month is Monica Lyons. Monica moved to Canyon Lake in 2019 and actively involved herself in the community almost immediately. During the COVID-19 pandemic, she volunteered with the Family Matters Club in identifying residents (primarily elderly) who needed sunshine during the lockdown. She and her husband have leveraged several of their businesses to support local nonprofits and individuals, including the City of Canyon Lake Turkey Drive in conjunction with Helping Hands and the pet blanket drive for Animal Friends of the Valley.

Monica's inspiring and deeply moving compassion and service have become a cornerstone in our community.

Community Patrol:
What They Can Enforce

Community Patrol helps enforce Canyon Lake's rules to keep the community safe and running smoothly. Because our roads are privately owned, Community Patrol enforces Canyon Lake POA rules rather than state traffic laws.

What to expect:
• Officers may ask you to pull over and provide your driver's license (GR.6.2)
• Failing to comply can result in fines
• Common violations include stop signs and registration issues

Citations can be appealed, similar to public traffic citations. Learn more at www.clpoa.com/patrolenforcement

Election

It's Election season! Because there are only two candidates for two open seats, the election will proceed by acclamation. Members will not vote on candidates this year; however, the ballot will still include measures that require member voting.

Ballots will be emailed or mailed on Monday, April 13. A ballot box at Blue Bird Hall will be available for collection of paper ballots. Paper ballots should be mailed no later than Wednesday, May 6, or delivered to the the ballot box at Blue Bird Hall no later than
5 p.m. on Tuesday, May 12.

- Ballot Measure -
IRS Revenue Rule 70-604

The IRS Revenue Tax Ruling 70-604 allows associations to avoid a tax consequence on any inadvertent excess member income that is applied to the following fiscal year assessment when filing a tax return Federal Form 1120.

This IRS Ballot Measure is considered an annual industry standard to allow for clear tax filing authorization should the Board decide to apply excess income to the following year's assessment.

- Ballot Measure -
Membership Quorum

The Membership Quorum measure amends the Canyon Lake POA Bylaws to change the definition of membership quorum for elections. If approved, the change allows the total number of valid votes received by our designated election day to constitute a quorum. Quorum will always be achieved, regardless of the number of votes received, thus preventing membership meetings from being adjourned for lack of quorum.

The current bylaws require one-third of the voting power to constitute a quorum. Previous elections that did not meet quorum have resulted in adjournments, which cost additional time and resources.

- Ballot Measure -
Majority of Membership Voting Power for Sale of Common Area

This measure amends the Canyon Lake POA Bylaws to require a majority of the membership's total voting power for the sale of any common area. If approved, the Canyon Lake POA would need at least 2,401 Lots voting to approve to sell any common area.

- Ballot Measure -
Tract 3961 CC&R Amendment

This measure amends Tract 3961 (Fairway Estates) CC&Rs to change the 20-foot minimum parking setback from curb parking restriction for travel trailers, camper units, boat trailers, or other recreational vehicles to a 5-foot minimum parking setback from the curb.
