Community Garage Sale Starts Tomorrow!

Fling into spring with our first Community Garage Sale of the year on Saturday, April 27, and Sunday, April 28! Gather all the trinkets and hopefully-this-isn't-an-heirloom objects in your attics and your closets to sell at the garage sale! This weekend event community sale allows residents to have a garage sale without obtaining a garage sale permit.

Post photos of what you're selling in comments on our Facebook post reminder on Friday, April 26, so the community can see what treasures are looking to find new homes.

Interested in participating? Although sign-ups for the interactive map closed on Wednesday, April 24, you don't need to register to hold a yard sale! Registration was only necessary to be included on the map. All items must be removed from the front lot by 5 p.m. on Sunday, April 28. Residents with items in the front lot that are in violation of the Rules & Regulations may be subject to violations. Garage sales held on alternative dates must still obtain a garage sale permit and follow the Rules & Regulations related to garage sales.

Lake Testing Notice

Please be advised that Elsinore Valley Municipal Water District (EVMWD) and Canyon Lake POA are initiating lake testing in response to community concerns regarding recent deaths in the fish population. While Yellow Caution signs are posted year-round and remain the current status, we advise residents to exercise caution when deciding to use the lake at this time.

April Member of the Month

April's Member of the Month is Larry Garland, a beloved and active member whose presence has left a strong mark on the community. Known affectionately as "Larry the Cable Guy" for his staggering expertise in the audio-visual world, Larry has been a staple of the community since 2010. His passion for singing led him to the Canyon Lake Choraleers, marking a grand shift in community-led vocal performances over the years. For the past eight, Larry has championed the Choraleers as their President, enlivening the community with sweeping musical events.

Eager to follow his musical passions, Larry became a publicity director for the Canyon Lake Guild and quickly worked his way up to Vice President and Director of Operations. He has been instrumental in booking the bands that appear at the Guild concerts, enriching the community with a variety of musical talents. Larry can often be found wrestling with the wires in the sound booths at Guild concerts and more — a testament to how hands-on he is in the community.

2024 – 2025 Annual Budget

The Canyon Lake POA 2024 – 2025 Annual Budget is available online at www.clpoa.com/budget. Printed booklets of the 2024 – 2025 Annual Budget are also available for pick up at the Canyon Lake POA’s Member Services office. The annual assessment per unit (lot) will be $4,020 and this assessment is due on May 1, 2024. The assessment may be paid in full or in 12 equal monthly payments in the amount of $335 (plus installment fee). Those who pay in full save money by not having to pay the monthly installment fees.

Alum Application in Progress

Canyon Lake has been known to experience algal blooms. As a body of water situated at the end of a watershed, it is susceptible to high levels of nutrients from runoff, such as nitrogen and phosphorus, which encourage algae growth. By adding alum to the water, it immediately binds to the phosphorus, neutralizing it and rendering it inactive.

Happy Camp Memorial Day Reservations

Summer vibes are floating their way on over to Canyon Lake, which means more fun at Happy Camp! With Fiesta Hopper and Memorial Day around the corner, spots at Happy Camp are hot commodities. For Memorial Day weekend, reservations at Happy Camp are available only in person beginning Friday, May 10, at 8 a.m. at the campground office. Rates on Memorial Day weekend are $65 for lakefront with water, electric, and sewer; $60 for off-water with water, electric, and sewer; $55 for tent sites; and $5 for an extra car fee.

Electric Bicycle Safety 

The Canyon Lake POA is excited to introduce a new reward program for young electric bicycle riders promoting exemplary riding behavior. This initiative, aimed at residents aged 18 and under, emphasizes safety and community responsibility, focusing on helmet use and situational awareness. With generous support from the Canyon Lake Chamber of Commerce, the City of Canyon Lake, and community members, the program offers rewards for safe riding practices. Community Patrol will issue Safe Riding Vouchers to young riders "caught" exhibiting safety and community responsibility, redeemable for rewards at the Canyon Lake POA Member Services offices.

ELECTION INFORMATION

Ballots Mailed

Ballots were mailed out to homeowners on Monday, April 1. Members can expect to receive their ballots in the mail within 3 to 5 days. Please take the time to complete and return your ballot to this year's Inspector of Elections, HOA Elections of California. The last day it is recommended to return a ballot by mail is Wednesday, May 8. For the ballot box at the Community Patrol office on Bluebird Drive, the last day to deposit ballots is Tuesday, May 14. Members may also return ballots at the Annual Meeting of the Members & Election of Directors on Wednesday, May 15, at 8 a.m. at the Canyon Lake Lodge.

Still haven't received your ballot in the mail? If you did not receive your ballot 5 days after Monday, April 1, you can request a new one at www.hoaelections.net/need-a-replacement-ballot. The last day recommended to return a ballot by mail is Wednesday, May 8, so if you haven't received your ballot, please request your replacement ballot!

2024 Board Candidates

Two of the five seats on the Canyon Lake POA Board of Directors are up for election in May 2024. The two-year terms of Bill Van Vleet and Greg Doherty are ending. The governing documents allow Directors to serve a total of two consecutive terms. This year, the only candidates on the ballet are the two incumbents:

Ballot Measure to Amend Bylaws
Add Bylaw Restriction to
Future Sales of Common Areas

A majority vote to approve this measure at a meeting where a quorum is met would result in the Board being unable to sell common areas without the approval of the Canyon Lake owners. If approved, future common area sales would require a quorum and majority vote in favor at a meeting or election conducted in accordance with California law and Canyon Lake POA governing documents.

Ballot Measure to Amend Bylaws
Board Terms

Efficient operations are significantly hindered by annual changes in the Board. This measure was placed on the ballot as an option to address this issue and add stability to the Canyon Lake POA’s governance. If approved, this Bylaw amendment would establish 4-year terms with a 2-year waiting period for Board members beginning with the 2025 Annual Meeting & Election of Directors. Once aligned, subsequent elections would then occur every two years — fortifying governance tenure, establishing stability within the Canyon Lake POA organization, lessening the presence of election signs, and reducing costs by 50%. The community would only see and experience election campaigning during election years, reducing the visibility of Canyon Lake POA election signs and the frequency of election disruptions by half.

Ballot Measure
IRS Revenue Rule 70-604

The IRS Revenue Tax Ruling 70-604 allows associations to avoid a tax consequence on any inadvertent excess member income that is applied to the following Fiscal Year (FY) assessment when filing a tax return Federal Form 1120. This IRS Ballot Measure is considered an annual industry standard to allow for clear tax filing authorization should the Board decide to apply excess income to the following year’s assessment.

PROJECT UPDATES

Phase 9 Underway!

Phase 9 is well underway and on schedule to be completed by Friday, May 3. The roads in Phase 9 are Longhorn Drive (from the Big Range Road South intersection to before Red Barn Place), Bronc Court, and Buggywhip Court.  During these phases, traffic control will direct local traffic during working hours (7 a.m. to 5 p.m.). The roads will be open for regular use outside working hours, but residents should continue to be cautious on unpaved surfaces.  

Temporary street closed/no parking signs will be posted in the work area 48 hours before work begins.

Tennis Area Shade Project

Progress continues at the tennis courts, with the contractor grading, pouring wall footings, and installing the retaining wall block. For your safety, we kindly ask that you avoid the construction site. While the courts remain accessible, please be aware that lights on courts 3, 4, 5, and 6 may be temporarily unavailable during certain phases of the project.

Upon completion of the project, two new shade structure pavilions will be unveiled. One pavilion will feature a built-in barbecue at one end, accompanied by six picnic tables beneath the shade canopy, creating an ideal setting for outdoor gatherings. The second pavilion will replace the existing aging structure, offering extended coverage and additional viewing bleachers for tennis matches. Additionally, the project includes the installation of a new ADA ramp, ensuring accessibility for all community members. With an anticipated completion date in early summer, these enhancements will provide improved amenities for residents.

SERVICE REMINDERS

RSO vs Community Patrol

Canyon Lake is a unique community that has both patrol services (provided by the Canyon Lake POA) and police services (provided by Riverside County Sheriff). In times of safety or security issues, it's crucial to know which authority to contact. The Riverside County Sheriff addresses a range of concerns, including burglary, fraud, lost property, theft, trespassing, vandalism, animal cruelty, and sexual abuse. Whereas the Canyon Lake POA's Community Patrol addresses concerns related to barking dogs, curfew, loitering/solicitation, noise complaints, and vandalism to Canyon Lake POA common areas, such as parks or facilities. Additionally, Marine Patrol provides boat distress assistance, boat inspections, and lake speed enforcement.

Remember always to call or text 9-1-1 if there is a threat to life, imminent violence, or a crime in progress.

UPCOMING EVENTS

Spring Lake Clean-Up 

The Canyon Lake Yacht Club invites the community to participate in its first lake clean-up of the year on Saturday, May 4. Participants will depart at 9 a.m. from the dock at Diamond Point Park to pick up shoreline debris that can be reached from the boats. The club will be providing trash bags and nets. Non-boat owners are welcome to participate aboard one of the Yacht Club boats. For more information, visit www.CLYCCA.org.

Derby Day

Ladies, spend a day on the water with the Mermaids of Canyon Lake at Derby Day on Saturday, May 4, from 12 p.m. to 3 p.m. For $65, this private reserved fundraiser event includes a catered lunch, a cruise around the East Lake, drink options (including spirits), and $20 in Mermaid Money. Dress like you're going to the Kentucky Derby — fancy hats and sun dresses — and participate in the "Most Fabulous Hat Contest" while Mermaid jockeys race around the party in kayaks. Summer Kids' Activities

Summer Tennis Camp

Get your kids active this summer! Enroll them in our Summer Tennis Camp happening this summer from Monday, June 17, to Friday, June 21. At this camp, participants will learn from our tennis pro Bobby Kielty the basics of tennis — or refine their skills if they are familiar with the sport. During this week-long camp, participants aged 4 to 6 will meet from 8:30 a.m. to 9 a.m., while those aged 7 to 17 will meet from 9 a.m. to 11 a.m. Ages 4 – 6 are $80; ages 7 – 17 are $200, which includes drinks, snacks, and on the final day, a pizza party. Swim Lessons

Looking for a fun way to beat the heat this summer? Sign up for swim lessons at the Canyon Lake POA pool! Two swim sessions will take place each week starting June 17 through August 2 (no classes week of July 4). Sessions are $90 for the first week/child, $60 for the second week/second child, and $55 for additional weeks/children. A two week combo for one child or two children in one week is $150. Session 1 is Monday through Friday at 10:15 a.m. Session 2 is Monday through Friday at 11 a.m. Evaluations for levels will be held every Monday at 10 a.m. and 10:50 a.m.

When building a house or making any repairs, alterations, or additions to the exterior of your home or property, you must submit your plans to the Canyon Lake POA for the Architectural Control Committee (ACC) to review for approval at their weekly ACC Meeting. The property improvements posted on the ACC Notices page will be reviewed at the ACC Committee Meeting on Thursday, May 2, 2024.
